ESG Provides Back Office Systems to Energy Marketers as BG&E's Largest Customers Transition to Market Based Rates

Energy Services Group.net (ESG), is representing 7 retail electric companies in the Baltimore Gas & Electric (BG&E) service area. Approximately 500 large commercial and industrial customers of BG&E, or those classified as Schedule P, are scheduled to move to competitive market rates for generation services as early as May 14, 2002. Schedule P customers that do not switch to an alternate supplier will automatically transition to BG&E's Default Service. BG&E's Default Service offering is one of the first of its kind in the nation, representing a true market rate for default energy service provided by the electric utility.

"Market based default service rates are critical to the success of any competitive market as it leaves room for energy suppliers to compete to service energy customers, " said Nate Owen, President and CEO of ESG. "Many of our clients are excited about the market opportunities in BG&E's service area. BG&E and the Maryland PSC have shown significant foresight with respect to this very important issue and should be credited with taking steps to insure that energy consumers in Maryland have a choice."

ESG provides billing, EDI, scheduling and settlement services to over 60 of the nation's deregulated utilities and energy suppliers as they sell and deliver energy to the nation's competitive energy markets. ESG has been providing back-office services in BG&E's service territory since the first customers were eligible in July of 2000.

Enrollments within BG&E must be received from suppliers' EDI systems 17 days prior to the customer's next meter read date, meaning that suppliers switching customers in preparation for July's transition must submit enrollments as early as May 14, 2002. Suppliers are required to test and certify with BG&E before they are allowed to enroll customers. ESG's clients have been tested and certified by BG&E as EDI compliant.

Customers switching to competitive suppliers will have 3 billing options available to them including dual billing, utility consolidated billing and supplier consolidated billing. The three billing options are fully supported by ESG's systems.

Customers' bill history, including 12 months of historical usage data, will be made available, upon customer authorization to customers and suppliers so that they can shop around for a supplier. ESG's systems provide historical and interval data to suppliers and customers for the purpose of forecasting load and pricing energy appropriately. Interval data is available but must be specifically requested by the customer.
